Cheltenham Racecourse given re-zoning approval to develop new ‘St Clair’ residential neighbourhood
Joint Venture partners AVJennings and Urban Pacific welcomed today’s decision by the SA Minister for Urban Development and Planning to approve the Development Plan Amendment for the Cheltenham Park Racecourse. The Development Plan Amendment allows for the land to be developed into an exciting and vibrant inner metropolitan neighbourhood – to be called ‘St Clair’. The first land release will be on 25 October 2008.
Urban Pacific South Australian General Manager, Mark Devine, said the scope of the development would demonstrate the joint venture’s commitment to creating an iconic project that recognises the need to address the residential development issues that are of significant importance in Adelaide.
“It will merge directly with our recently commenced residential development on the former Sheridan (Actil) site and we intend on developing the two projects as one,” Mr Devine said.
“The combined project will stretch from Cheltenham Parade to Woodville Rd and will include around 20 hectares of newly developed, landscaped community open space and wetlands that link into the existing St Clair reserve.
“We want St Clair to emerge as a whole new suburb in a ‘park-like’ setting, which we believe will be genuinely beneficial to the wider western suburbs community because of its accessibility.”
St Clair will take an innovative approach to sustainable development including stormwater systems and wetlands which allow stormwater treatment and re-use within the development.
The project will be Adelaide’s first large scale, inner-metropolitan ‘water-wise’ residential development. The Cheltenham Park Racecourse site will provide over 17 hectares of the new developed open space and wetlands with potential to deliver significant regional stormwater management and recycling benefits.”
AVJennings South Australian Executive General Manager, Peter Jackson, said the Development Plan Amendment would encourage a high standard of architecture and urban design in both public and private spaces.
“The outcomes of the Development Plan Amendment process now allow us to move to the next important stage of development which will ultimately deliver our project vision. We believe St Clair will be a landmark residential community project because of its wonderful inner-city location, diverse housing choices, commitment to open space and proximity to established transport networks,” Mr Jackson said.
“We already have a significant amount of registered buyers for the project through our website - www.stclair.net.au and we anticipate releasing the first St Clair allotments to our VIP database in October 2008."

Features proposed as part of the new St Clair residential development include:
· Around 25 hectares of new and existing open space linked by a network of pedestrian and cycle paths;
· Wetlands, including leading water sensitive urban design initiatives to harvest and re-use stormwater for
long term sustainability;
· Over 1,200 new homes providing a high diversity of housing types to appeal to a wide range of people
and households; and
· Potential for new retail, recreational and community facilities.
